Fraud and Corruption Risks in Infrastructure Projects: Lessons from Central Europe

Fraud and corruption risks remain one of the most complex challenges in infrastructure development. While the most visible cases occasionally appear in the media, many risks arise in everyday project practices — during procurement design, contract implementation, and project supervision.
This webinar will explore how fraud and corruption risks emerge in infrastructure projects across Central Europe, with a particular focus on experiences from the Baltic countries, Slovakia, and the Czech Republic.
International fraud and corruption expert Nigel Iyer will discuss how fraud typically develops in large infrastructure projects, what the typical warning signs are, and how organisations can improve their ability to identify and address risks early.
Engineer with a wide experience in construction projects across Central Europe Ondřej Vaněček will share practical examples from the Czech and Slovak context, including how combinations of legitimate procurement criteria can unintentionally limit competition, how technical requirements may be adjusted before tenders under time or funding pressure, and how pricing structures during project delivery may create incentives for problematic practices such as inflated reporting of engineering hours.
Through discussion moderated by Zanda Zariņa, co-founder of CONSTRUCTIVE the webinar will explore not only obvious corruption cases but also systemic industry practices that may unintentionally create risks even in otherwise well-intentioned projects.
The session aims to encourage open professional discussion and experience sharing across Central European construction markets, helping project stakeholders better understand risks and strengthen transparency in infrastructure projects.
Webinar is organised by CONSTRUCTIVE – a Latvian-based platform for sharing experiences among construction industry professionals, in cooperation with B4, the Slovak Association of Consulting Engineers (SACE) and the Czech Association of Consulting Engineers (CACE).
