BALTIC FRAUD LAB 2026
Would you be able to spot a fraud before it results in a loss?
In public procurement and construction projects, the risks of fraud and corruption are not always obvious. They can be hidden in seemingly routine decisions, procurement terms, financial flows, restrictions on competition, or the relationships among project participants.
How can you tell the difference between a mistake and deliberate manipulation? How can you spot the warning signs? And most importantly – what should you do when you have suspicions?
BALTIC FRAUD LAB 2026 is Latvia’s first one-day practical workshop of this kind, bringing together professionals in public procurement, construction, project management, auditing, and risk management to jointly analyze fraud and corruption risks and seek solutions.
Forget conferences with presentations and theoretical discussions! You will become an active participant – you will analyse documents, look for risk indicators, consult with experts, and make decisions together with the team.

Participants in the BALTIC FRAUD LAB will work on a single fictional case study of a public construction project based on real-life situations.
Throughout the day you will:
- Identify risk signals. R
- Think like an investigator. Learn to identify patterns, question assumptions, and understand possible fraud schemes.
- You’ll be working as part of a team. Together with other industry professionals, you will analyze the situation and evaluate possible courses of action.
- Hear from experts from various institutions. Gain various professional perspectives on procurement, competition, financing, and corruption risks.
- Make some decisions. Your task will not only be to identify the problem, but also to propose a well-reasoned and practical solution.
Five mentors. Five perspectives.
What may seem suspicious to a procurement specialist in one situation may take on an entirely different meaning from the perspective of a competition authority, a financial regulator, or an investigator.
BALTIC FRAUD LAB is designed to involve representatives from five relevant institutions* in order to provide participants with a comprehensive understanding of the risks and their consequences.
- Procurement Monitoring Bureau (IUB) – Actions of the Procurement Commission, Risks in Procurement Procedures, and Potential Violations.
- Competition Council – Manipulation in Public Procurement, Prohibited Agreements, and Signs of Cartels.
- Central Finance and Contracting Agency (CFLA) – Oversight of EU fund financing, risks of non-compliance, and financial corrections.
- The Corruption Prevention and Combating Bureau (KNAB) – signs of corruption risk and situations requiring an in-depth assessment.
- The Prosecutor’s Office – the path from initial suspicions to evidence and the trial of a case in court.
Mentors will help participants understand the situation from the perspective of their professional expertise, but the final decisions will have to be made by the participants themselves.
*The composition of the mentoring team is coordinated with the relevant institutions.
